The PTO is a pretty simple setup. It's just two shafts that butt up against each other with a sliding collar that's moved by the PTO lever.

What's going on with yours is that the linkage that moves the collar is badly worn or bent, and is not moving the collar far enough to connect the two shafts together.

A 7ft mower conditioner will be a pretty hefty load on a little H. Hope the hay is light and the ground is level... Still, that shouldn't make it grind.
