There are other ways of starting an H.

In the summer, mine likes the throttle about one notch above idle. It starts and runs immedeately. The idea of starting any engine at 2/3 throttle makes my hair stand on end. If you look at your oil pressure gauge, it does not move as soon as the engine starts...

If the engine is flooding, fuel will drip out of the bottom of the carb. If you are getting fuel dripping, check to see that the choke plate is actually open, sometimes the lever can be loose on the shaft.
