It probably needs a new pressure regulator, including gauge, and a control valve with a lever that flips up and down (on and off) rather than a trigger. Best to try it and see if the pump works, be sure you can turn the shaft by hand before starting the pto. New pumps are around $100. You need at least 30 psi with the sprayer in operation. Lines will need to be flushed, at a minimum, and the spray tips cleaned or replaced. Repair parts, excluding pump, probably $25-$100.
