Originally there was one seal used, but some time ago the design of the seal was changed and now two fit (seals were made thinner).

On my M I have two on the right side and one on the left side. On the left side when I pulled the original single rotten seal out I could only get one seal back in, it was just so tight and I was afraid forcing the first one all the way in would ruin the outside seal (green part). I think the hole was cut a little small on my tractor... or I guess the seal could have been a little big, one or the other..., but I just tapped one seal in flush on the left side and called it good.

Niether side leaks so I'd say one works, but two would work better. With 2 if one seal goes bad it still doesn't leak because the other seal keeps it from leaking.
