Carb adjustments on a 10/20

What is a good starting point for adjusting the carb? I'm not too sure what the adjustment knobs do, but so far the best that I've gotten it to run is with the top knob shut off and the bottem opened about 2 1/2 turns. It runs, but it stalls out under a load, like a small hill, and I don't have any speed controll.
If I crack the top valve, say a 1/4 turn or so, I can adjust the engine speed, but the engine will soon die out.
