1. Ok 2. Compression is OK, could be better but should work 3. Black plugs could be oil or excess fuel. Does it use oil? If not then the carburetor needs adjusting or the air cleaner needs servicing. 4. Start with mixture screws backed out 1.5 turns from fully in. Then adjust in or out for best performance 5. Spark should jump ½ inch and be blue and crisp. If it is reddish or feathery it is getting weak. 6. Check the pivot pins on the linkage to the carburetor and make sure that the linkage works freely. If it binds, this will cause surging. You could also have weak springs in the governor, but I’d make sure the linkage is working free first. Good luck
