If the part you're making a gasket for is cast iron, use your ball-peen hammer. Hold the gasket material over the first hole and gently tap the ball end of the hammer around the edge of the hole. It will cut through the gasket material. When you have the first hole made, put a pin or bolt in the hole to properly align the gasket and go to the next one. Use the head of the hammer for straight and outside edges. Use the peen on holes and inside curves of a part. This will get you by until you can get a set of punches which really are the best tools. I shy away from Exacto knives for two reasons: One, I can't make a straight line even with the help of a straightedge. Two, I cut up my vise hand - you know, the one that holds things, before I finish what I'm supposed to be making.
