Its pretty likely that the TA mechanism failed in the low range and with the handle removed it just stays locked in the high range. TA is handy when you need more torque, but you can survive without it too. When my father bought our 350D used in 1961, it already had a blown TA and to this day we never had it fixed. We've plowed, tilled, mowed, raked, baled all these years without TA.
