It sounds to me like the spool valve in the control head of the motor is not able to move in one direction. As you turn the steering wheel right or left, the spool valve shifts up or down to direct hydraulic pressure to one side of the motor or the other.

I have 2 Behlen units on my tractors, and have posted the repair manuals in the vintage ads sections of the website. This gives instructions for dissasembling and checking the unit. You might also want to give Behlen MFG a call (402-564-3111).
