That check valve is a spring loaded one way valve that was used to keep fuel from running out the bottom of the tank if you had to diconnect the fuel return line. If that thing became plugged or needed to be replaced most guys didn't want the pay the bucks to replace it so they just put a cheap fitting into the bottom of the tank and attacked the return line back up. I replaced mine and I think it cost about $30 some dollars.
