A steering wheel puller, even after several applications of Kroil (works much better than WD40 - in fact most things do) didn"t work when I tried to remove the steering wheel on my IH 340 U. What did work was using a 1/2inch drive air wrench on the puller bolt. The combination of pressure and gun hammer popped it right off.

Don"t know about an H, but I tried tapping (not really that hard) on the puller bolt while under tension, and drove out the expansion plug on the bottom of the steering box. I later read in the shop manual that you should not tap on the steering shaft for exactly that reason. Wish I"d read that first . .
