IH240 3-point

Brother-in-law just bought a 1959 IH 240 tractor and is having some problems. As he explained it, when he lowers the 3-point hitch with tiller it will not go into float. It will actually want to try to raise the back of the tractor up. He was told by a local mechanic there is probably parts missing but the didn't elaborate.
Is anyone here aware of what could be wrong or missing? Are there detent springs or balls that were removed so it wouldn't go into float, or is it something more sinister? He is not on the net so I got rooked into this research project! Thanks in advance for any info!!
