I think your hydraulic oil is the wrong weight (too heavy) and is not flowing as readily as required to get to the desired locations timely. Once the system heats the oil, it becomes thinner and the flow is much better and hence the problem subsides. I would also install a new filter if it has one to reduce the potential of a clogged or contaminated filter contributing to the problem.
