806 putting out 16V with alt light on?

Hi,
I am sure someone can easily explain this to me. When I start my 806 with a voltmeter attached, it starts around 12.5 volts and over 15 or 20 seconds, slowly works its way up to 15.5-16volts. The alt light on the instrument cluster is lit. Could this be a bad ground on the regulator or a ground short in the field wire? I assume the light being on means the system not sensing a charge and the alternator putting out its max voltage. Incidently, it is a brand new regulator and the alternator was tested good. Thanks in advance for your help.
