Try Sloroll’s idea first. If that doesn’t break it loose you can start it and hold the clutch in for a while with it running. Sometimes the vibration will loosen it up. If you can get it started with it in gear (like with a starter in 1st gear) then you can drive it while you hold the clutch in and apply the brakes to add some torque to it to try to break it loose. Worst case is you have to split the tractor (or drop the belly pump and work from the bottom) and tear it apart to get it loose.
