M belt pulley seal

I've got a 1950 M that I'm in the process of going through to restore and a small problem has come up that I need some help with. The seal for the belt pulley leaks and I want to replace it. I have the three bolts out of the shaft housing but the shaft is not coming out as I think it should. I've tapped it out to the point the outer bearing is showing but it is very tight and I don't want to force it and break something.
Thanks in advance for any help.

After restoring two green tractors I'm really impressed with the outstanding quality and engineering on these "Red" tractors. I won't be going back.
