Yes, I have towed tractors to get them started, a lot! As long as you know that the engine is free and the ignition timing is close, there should not be a problem towing it. I usually use the highest gear, but if you can�t get enough cranking speed, you can try the next lower gear. The rear wheels may slide, if they do you can try using the starter to help get them rolling. Now, 12 volts on a 6 volt starter should spin that engine over and fast! Either you have a low battery, poor connections, too light a cables (way to light) or there is a starter problem.
