The gear shift forks have about four ball bearings and springs [called poppets]. Sometimes due to age the spring will break or the shift levers get wear and the ball drops down into the transmission. This might have caused the broken teeth. If you have the top off they should be checked or replaced anyway. They are still available in the IH dealer hear in Texas.
