You may not have much breaking on the left side due to transmission lubricant seeping onto the brake lining and drum. On the left side the drum sets right next to the transmission, on the right side it is out on the end of the axle housing and stays dryer.

The noise may be from loose rim as others have said and is the first place to look. It is also possible that you have a bearing going out so if tightening everything up doesn�t take care of it, jack it up and roll it over and listen for where it�s coming from and for looseness in the shaft the wheel bolts to.
