Check your rims for width if it measures 10 outside measure it is a 9 as the inside is always 1in smaller and the smaller measure is what you will want to know for tire size. Your 11.5 should say what size rim it should be. The 9.5 sounds like small but if your rim is an 8in it would be correct. Which size do you think looks the best. Your tractor tire dealer can help also. Is the tractor for show or do you need the extra traction.
