That has happened on every tractor I have ever owned. you have to loosen it untill it fills up or open the plug on carb or take fuel line off. they get air locked onceit fills it should stay filled untill you run out of gas. If not try blowing compressed air back through the line while opening the valve maybe your tank petcock thingy is plugged.
