My '49 had the same problem when I got it. I'm trying to remember 2 years ago, and it's not really coming back well. There was something broke on the inside of the cover(Seems like it was a retainer ring or something like that). I managed to repair mine(which means about anybody can). Take the top cover off and peek inside. You'll see what I'm talking about. Kevin

Up till then, this tractor had been running a corn grinder and pulling a trailer. It had new unfilled rear tires and no wheel weights.
