To confirm you gernerator is functioning properly, and to bypass the regulator, you can ground the field terminal of the regulator to make the generator outputs it"s maximum. When this terminal is grounded and the generator is working properly you should see your ammeter go to approximately 10+ amps. Another suggestion is I beleive the output of the generator can be adjusted by moving one of the brushes on the generator. There should be a screw on the back side of the generator that secures the bruch in place. by loostening this screw slightly you can move the brush position around the armature to make the generator output more or less.
