A independent PTO that has been left on for years and not used may be stuck on (seen it to be the case). Do the band adjustment as per prior post. With tractor shut off, PTO lever positioned between on and off, try to turn the shaft. at some lever position between on and off the shaft should be free. If it does not spin freely, I believe additional pressure can be applied (using a splined coupler to protect the splines) to get it loose ( not more than 150 ft/lbs). if still stuck on, taking it apart may be the only choice. good luck JimN
