The front end of the rod connects to an L-shaped lever. The other end pulls the governor spring. This part pivots on a small shaft that typically gets no lubrication. The L-shaped part is probably binding on the shaft. It will be much easier to work on if you remove the hood/tank. You may be able to get it working without removing it by using some penetrating oil.
