Well to start with do you shut off the gas when you park it?? If you don't thats part of the problem. Also yes you may need to rebuild the carb. DON"T run it till you change the oil unless you want it to blow the engine. Also turn off the gas when you park it, these old tractors do leak gas in the carb a little as they get older.
