The white foam around the oil fill port is probably from condensation. Just wipe it away.
Metal filings in the oil filter housing? What color or type of metal did they look like? Copper colored would be bearing material, silvery colored would be bearing backing and mean really bad bearings. Since your oil pressure is high, I think the engine was overhauled in the frame and the block wasn't cleaned out very well, if at all.
Try using a magnet on the shavings. If they are iron/steel you'll know immediately. A strong magnet on the pan, next to the drain will also help the particles stay out of the oil. Pull the magnet off just before draining the oil at changing time and they will drain out with the old oil. Keep it there through several oil changes and that should get rid of most of the ones not trapped by the filter. Speakers usually have good magnets for this.
