ignition problems International 350 utility

hoping to get this solved, the #4 plug is not firing have went thru and checked everything ,the plug wire is good checked it with a ohm meter ,the plug is good , has new points and condencer and new coil 12 volt i don't what else to look for but i do suspect the dist.cam shaft has to much wear or maybe the timing is off ,Thanks for any advice I can get
