Super C Fast Hitch (mounting question)

On my 53 Super C I have the fast hitch and had to remove the arm that goes through the tool box. (the weld on the arm was starting to fail)anyway the brackets on the side of the box, had no bolts holding them to the operators platform (there were bolts only holding them to the box). After removing the brackets I found them to be snaped off. I removed the sheared bolts. Is there suposed to be a bolt that holds the side brackets on the box, to the platform?
