53 cub charging low

Hello all, I have been out of the Farmall forum for a while but find myself in need of some advice.
I have a 53 cub that was not charging.
I took apart the GEN and cleaned the commutator and brushes and reassembled.
Put a new regulator on and polarized it.
Now at 2/3 throttle I have only 8 amps of charge and when I turn the 3position switch to D the voltage drops to about 1 amp of charge.
When I turn the switch to B the voltage drops to about 3amps discharge!
Does this mean I need a new Generator?
I grounded the field wire while running and only get about 8amps of charge.
