544 IH Shifting

I just bought a 544 gas IH. I believe it is a 1969. The previous owner told me that in order to shift it, you had to have the T/A lever pulled back towards you. I assumed that he meant only while you were moving, but it seems to me that I have to pull the lever back first even when I am stopped and want to go from say 1st to reverse. Is this correct?

Also, I am planning to get a 3pt snow blower for it, any recommendations on type/size/models?
