Do you mean the battery is fully charged? If it is, clean all those terminals and cables until nice and shiny and tight. Clean the area where
battery is grounded and the cable connection to the starter. Corrosion is good insulator.

If it still won't crank loosen the starter as Sloroll suggested to see if this was the problem. If you still have a no crank, check
for battery voltage at the starter and at the starter solenoid. Solenoid may be defective.
Try shorting across the solenoid with a screwdriver. Be careful doing this, make sure tractor is out of gear. Hal
