Behlen is still around, altough not in the tractor accessories business. I emailed them a couple of years ago, and they replied with a source from outside their company for parts for the power steering units. I no longer have the reply (although the information should be in the archives here, or on the Deere board, since I posted it at the time, if you care to search), but here's an email address for Behlen. Hopefully, they still have that information and will reply.

Most likely, the shaft seals are common off-the-shelf parts, most likely made by National or Chicago Rawhide. Look for numbers on the seals, and check with a local industrial bearing shop or hydraulics repair shop.
