Need Suggestions: Rebuilding steering on H

This morning I have installed new lower, upper and worm bushings and seals, also new thrust bearing. The upper bolster pivot shaft has about 1/8 inch loose motion up and down, and the sector gear looks a little above center. Do I need to stall a spacer washer somewhere to help center the worm and remove the loose motion. If so where, above the thrust bearing, above the felt seal retainer, below the thrust bearing or below the thrust bearing spacer???/ Also what material does the washer need to be made from, brass , steel or will a big flat washer turned and bored be good enough. Eager to see if the wheel flop is cured. Robert
