Super C Update help!

I posted a message on my SC on Saturday and with the advice I recived from you guys here I took the carb apart. It turns out the needle and cage were messed up got a carb kit for that. Put the carb back on and hooked it up. I went to start her and it stared it at full throtle plus++. Shut it off on the spot. Adjusted the rod that comes from the governor and could get it to the point to were I could get it near a idle still allitle high. However if I move it a notch literaly one notch it runs at 2000 RPM's!!! what could be the trouble???
