Its been awhile since I have messed with an M carb. For starters, turn the high speed needle clockwise until it is closed. If I recall, that needle is horizontal and directly across from the air inlet on the lower 1/2 of the carb. Then open it counterclockwise 2 full turns for starters. The idle mixture screw should be above it on the upper body of the carb. Close it and then open 1 1/2 turns. See if this gets you in the ballpark.
