Still Oil pressure problems

I have a 61 IH 240 utility tractor. When you start it, the oil pressure is around 40 psi. or so. After it warms up, the oil pressure goes down to around 15 or 10. I have a new oil gauge in it. I was thinking about replacing the rod bearings. Or should I replace the mains instead? I really don't want to split the tractor. I have heard that they sometime only run around 10 psi or so? I am not for sure. I thought about rebuilding the oil pump, but the oil pressure doesn't come up with you rev up the engine. Any ideas? Thanks
