W-30 carb question

In the roof of the float chamber, there is a brass jet. As far as I can tell, it goes up to the butterfly shaft. The bushing has a cut out in it that when the shaft/bushing is at a certain postion, the 2 holes open up in the carb side of the shaft. What is the purpose of this? The shaft is very, very sloppy & I can"t get the ol" girl to fire off on the crank. The timing is right, good fire, valves O.K., pulls about 3-5" of vacuum on the manifold with choke closed & hand cranking.
