Most likely the float is hanging/rubbing on the side of the bowl. This happens quite frequently because there just isn't much room in there. You might need to remove the entire carb from the tractor and hold it up to your ear and listen for the float moving as you rotate the carb from right side up to upside down. You can also put your mouth to the fuel inlet and blow, that way you know for sure the float, needle valve and seat are working.
