Farmall 400 Steering

I am in the process of rebuilding the bolster on my 400, when I tore it apart there were two spacers under the sector gear. One was a large cupped washer and the other looked like some kind of a packing retainer. It appears someone has worked on this thing before because none of the cotter pins were installed. I haven't got my shop or parts manuals yet but I need to get it put together. Can someone tell me if these are supposed to be there, it just looks fishy. Also, if someone could tell me how to set this unit up. Are the nuts supposed to be torqued to a certain specification then backed off so the cotter pins can be installed? I have an IT shop manual but it doesn't go over this real well. Any help would be greatly appreciated. Thanks,
