very hard starting 606 diesel

I bought a nice 606 diesel a month and a half ago, and have gone through it to replace all the basic stuff (hy-tran, air filter, hydraulic filter, 2 bad glow plugs, fresh 30w oil, oil filter, diesel fuel additive) and even a 900CCA Exide battery and 1000W block heater. It is still very stubborn starting. About every other time I try to start it, I can grind the big Exide battery dead. When it does start, it sounds great and has lots of power. Where do I go from here? Thanks!
