How do I preserve a belt drive pulley

Larry dave me choice of 3 belt drive pulleys he had. Two where pretty well shot, but the one I took (for $10) is in pretty good shape. I want to seal/preserve it with something. Varnish? The two that were deterioating look to be composed of some sort of paper like layered material. What is this stuff? Thinly cut leather? Cardboard? Paper? Some other organic material? Whatever it is, looks like the mice enjoyed it!
