cub carb problem

i just got a cub and it will only run with the choke on.it's the replacement zenith carb that ih case now sells for cub the carb looks new.i had an old ih carb thats wore out i put it on and it'll work but it's got stripped threads and leaks so i need to use the newer carb.i guess i could rebuild it but it looks clean inside and theres nothing ovious i can see.any ideas?any help will be appreciated.i'm fixing the cub for an older gentleman on a budget so if we can use this one we need to.thanks for any help.
