rebuilding acharlynn torque motor on an m

hello all, just resealed my charlynn steering motoron my m, it;s the older one, i put it back together and it turns stiff, are they normaly hard to turn by hand,or can you spin the shaft with your fingers? i can put the shaft in a vise and turn it ok, just not sure how loose it should be. also, do the new torque motors bolt up to the old brackets with out any mods to the brackets/stafts? thanks all....
