F200 front wheel bearing seal questions

The oil seals that came with my front wheel bearing kits (not from IH) for my 200 are not like the original parts. I know is this is not unusual, but the new seal fits onto the dust deflector, instead of directly onto the axle shaft. I’m fairly sure the old seal seated onto the axle shaft itself instead of the dust deflector. There is also no room for the felt washer with the new oil seal. The new oil seal fits so tight into the wear ring that the oil seal and dust deflector are turning with the wheel assembly. I think this will allow moisture into the hub and let grease out. The IH part numbers are 43463D for the oil seal and 55453D for the felt washer. Am I correct in assuming the dust deflector should remain stationary and the movement should be between the outside of the seal and the wear ring? Is there any way, other than welding, to keep the dust deflector in place? Are the original type parts available or does anyone have part numbers from another source? Thanks in advance for your help
