H stalls, starts great

The engine starts easily. While running, the rain cap bounces up and down and will suddenly pop full open then settle to bouncing. This action continues to repeat. It does this in all throttle positions. The stalling starts when I attempt to place a load on the engine. For example If I attempt to start off in 3rd 4th or 5th gear the engine will stall unless I disengage the clutch.
The engine has about 2 hours of operation on new points condenser and plugs.
