case/IH 695 forward/reverse clutches

got a 695 with mfd that slips in forward, more so in reverse. Wont pull itself in reverse. Split tractor and took forward/reverse unit out and took it apart. Found that the screws that hold the pistons together had backed completly out. Installed new pistons/plates and disc's. Installed new seal rings in the pistons and clutch shaft. When i blow air into the oil inlet of the carrier..it doesnt hold good pressure. The clutches seem to lock up when i put air to it and move the spool. Just sounds like it leaks to much. The ring lands on the carrier and shaft seem fair. I have taken the unit apart again to make sure i didnt break the 3 seal rings on the clutch shaft,,,the were ok. Is this leakage normal? Does the aqpprox. 320 psi seal the unit good enough?
