i found the broken PTO lever.....

Hi.The reason that i couldnt find that PTO lever on our 434 International,,was because it was taken off.I had our neighbour look at it this morning,,and he couldnt find it(he used to own the same type of tractor).Seems that all that is there is a small"stub",that the lever was"supposed" to be attached to.The PTO,wont spin,when this "stub",is turned with pliers.He said that mabe the "forks "are broken?....Ill pull out the PTO lever piece,and see if it is anything broken,,there must be,somewhere.I understand i can just unbolt this part and pull it out.What should i look for ?What could be broken?..Thanks....GW
