I had the same problem with the sawtooth throttle on my '47 H. I solved the problem by replacing it with an aftermarket friction type. IHC knew they had a weak design because they changed it sometime before '51. My '51 H has a square tooth notch plate with a replaceable hardened "tooth" on the lever. It was only marginally better as I had to add a washer under the spring to give it a little more holding power. It still won't stay wide open.
