The way I interpret the parts manuals is that IH says you can go one tire size up on a rim. Using the old sizes for simplicity, that means you can put a 13-38 on a 12 inch rim. The "new" size (been around for decades) for 13-38 is 14.9-38. I really doubt if you find much difference in a 14.9 and a 15.5, as far as traction, and as Hugh indicates, the narrower tire will fit the rim better. The way it fits is more important than the way it looks.
